When SMEs Must Register as PKP: IDR 4.8B Rule & Coretax Process.
Official guidance under MoF Regulation (PMK) No. 197/PMK.03/2013 and the Indonesian VAT Law on the IDR 4.8 billion small business turnover ceiling, mandatory VAT registration deadlines, monthly Coretax e-Faktur and VAT return obligations, and voluntary registration options. Delivered objectively with verified statutory references (pajak.go.id, peraturan.go.id, jdih.kemenkeu.go.id). If any transaction scenario is not explicitly defined in written regulations: check DJP.
SECTION 01 · SMALL ENTERPRISE THRESHOLD (PMK 197/2013)
The IDR 4.8 billion gross revenue cap and when registration duties take effect.
MoF Regulation No. 197/PMK.03/2013 establishes the small enterprise ceiling exempt from mandatory VAT collection. Understanding this threshold is essential to avoid delayed registration or unauthorized tax collection:
01
Definition of Small Enterprise (Non-PKP)
A small enterprise is a business whose annual gross revenue from supplies of taxable goods and/or taxable services does not exceed IDR 4,800,000,000 in a financial year. Below this threshold, the business remains Non-PKP.
02
Strict Prohibitions for Non-PKP Businesses
Under Article 3A of the VAT Law, enterprises not registered as PKP are strictly forbidden from collecting VAT from customers and from issuing Tax Invoices in any form. Adding VAT lines to commercial invoices without PKP status violates tax law.
03
Mandatory PKP Application Deadline
Article 4 of PMK 197/2013 provides: The enterprise must apply for PKP registration by the end of the month following the month in which cumulative gross revenue exceeds IDR 4.8 billion. Do not wait for year-end if the threshold is crossed mid-year.
04
Effective Date of VAT Collection
The obligation to collect, remit, and file VAT begins on the official registration date stated on the VAT Registration Decree (SPPKP) issued by the local DJP tax office. For any uncertainty regarding the effective date: check DJP.
SECTION 02 · MANDATORY DUTIES UPON PKP REGISTRATION
Four monthly compliance obligations mandated for all VAT-Registered Enterprises.
Upon formal PKP registration (whether mandatory above IDR 4.8 billion or voluntary), the enterprise assumes formal monthly administrative compliance duties within Coretax DJP:
01
Collecting VAT on Taxable Supplies
The PKP must collect VAT (currently 11%) on every taxable supply of goods or services within Indonesia, as well as luxury goods tax (PPnBM) where applicable under statutory rules.
02
Issuing Coretax e-Faktur (by the 20th)
Issuing electronic invoices through Coretax DJP for every taxable supply. Under PER-11/PJ/2025 Art. 18 jo. PMK 81/2024, draft invoices must be created and uploaded/approved no later than the 20th of the following month.
03
Paying Net VAT Payable to the Treasury
Computing Output VAT minus creditable Input VAT. If Output VAT is greater, net VAT payable must be paid to the Treasury via a Billing Code before return submission (by month-end per VAT Law Art. 15A).
04
Filing Monthly VAT Return (Month-End)
Submitting the Monthly VAT Return in Coretax DJP every month no later than the end of the following month (VAT Law Art. 15A jo. PMK 81/2024). Return filing remains mandatory even if there were zero transactions.
SECTION 03 · VOLUNTARY PKP REGISTRATION OPTION
Small enterprises electing PKP status: commercial benefits vs compliance duties.
Under Article 3A(1a) of the VAT Law and Article 3 of PMK 197/2013, small businesses with gross turnover below IDR 4.8 billion have the legal right to voluntarily register as PKP. This choice carries commercial and legal consequences to evaluate carefully:
Comparison of Rights, Limits, and Obligations: Non-PKP vs Mandatory PKP vs Voluntary PKP (PMK 197/2013, VAT Law, PMK 81/2024)
Compliance Aspect
Non-PKP Enterprise (< IDR 4.8B)
Mandatory PKP (> IDR 4.8B)
Voluntary PKP (< IDR 4.8B Electing)
Cumulative Turnover Limit
Gross turnover up to IDR 4,800,000,000 in 1 financial year
Exceeds IDR 4,800,000,000 in the current financial year
Gross turnover has not yet exceeded IDR 4,800,000,000
PKP Registration Duty
Not mandatory (holds Non-PKP status)
Mandatory filing by end of the following month
Voluntary (small business statutory election)
VAT Collection (11%)
Strictly prohibited from collecting VAT from clients
Mandatory 11% VAT collection effective from registration date
Mandatory 11% VAT collection effective from registration date
Tax Invoice (e-Faktur) Issuance
Strictly prohibited from issuing Tax Invoices in any form
Mandatory Coretax e-Faktur issuance by the 20th of next month
Mandatory Coretax e-Faktur issuance by the 20th of next month
Monthly VAT Return (SPT Masa)
No monthly VAT return filing obligations
Mandatory monthly Coretax filing by month-end, even if zero
Mandatory monthly Coretax filing by month-end, even if zero
Input VAT Crediting Rights
Input VAT cannot be credited (becomes an expense)
Creditable against Output VAT under VAT Law rules
Creditable against Output VAT under VAT Law rules
Statutory Bookkeeping (KUP Art. 28)
May choose simplified recording if eligible
Mandatory full double-entry bookkeeping (P&L and balance sheet)
Mandatory full double-entry bookkeeping (P&L and balance sheet)
Commercial Considerations for Voluntary PKP: Many SMEs voluntarily register as PKP to qualify for corporate, state enterprise (BUMN), or government procurement tenders requiring formal tax invoices. Furthermore, input VAT on capital purchases (machinery, equipment) can be credited. However, once registered, all compliance duties (Coretax e-Faktur on the 20th, monthly VAT returns at month-end, formal bookkeeping) apply in full without exemption. For eventual deregistration: check DJP for formal procedures.

NERACIA POSITIONING · DONE BY PEOPLE, NOT SOFTWARE
Not accounting software you have to fill in yourself. Done directly by a human operator.
Many business owners already subscribe to accounting software or use spreadsheet templates, yet their reports still fall behind because no one has time to check receipts and reconcile bank statements. Neracia is a human-delivered service—not a self-service app.
Why business owners choose a human-operated service over a software subscription alone
Work Aspect
Self-Service Accounting Software (App Only)
Neracia (Human-Operated + Recorded Self-Check)
Who does the work each month?
You or your internal staff must spend time entering transactions, selecting chart-of-account codes, and matching bank statements inside the app yourself.
Carried out directly by a person (Neracia’s human operator). You supply bank statements and transaction documents; we organize, reconcile and prepare the reports.
When documents are missing or bank balances differ
Software simply adds up whatever was typed. If entries are duplicated, misclassified or missing evidence, charts still render as if everything were accurate.
A human operator checks supporting evidence line by line (recorded self-check), isolates unclear items into an open-action register, and reviews them with your contact.
Readiness for new tax rules (PP 20/2026 & Coretax VAT)
Software only provides form fields; you still have to interpret regulations yourself to check 0.5% Final Tax eligibility or Coretax invoice codes.
We prepare workpapers referenced to official rules (PP 20/2026, PMK 81/2024), track the 20th-of-month e-Faktur deadline, and organize review-ready materials for your authorization.
Relationship with tools you already use
Requires migrating into a specific app and paying recurring subscription fees even during busy months when nobody has time to input data.
No forced software migration. We can work from CSV/Excel exports of your existing tool or raw source documents, and hand over complete files that you own.
What about local tools and AI at Neracia?
We use deterministic calculations for numerical accuracy and use AI only in a limited way to help structure explanations—always with human review before handover, and without uploading confidential client documents to public AI services.
