SPECIFIC VAT CHALLENGES & OFFICIAL REGULATIONS

4 Typical VAT Challenges
for Furniture & Fixtures.

Furniture manufacturers and retailers manage made-to-order production cycles, fabrication down payments, institutional public procurement, and surface finish defect returns. Here are 4 typical furniture VAT challenges and their official legal bases:

01

Down Payments & Delivery Milestones for Custom Orders

For custom furniture or office interior fit-outs, buyers typically pay a 30%–50% down payment before workshop production begins. Under Article 13(1a) of the VAT Law and PER-11/PJ/2025 Article 31(2)(b), a Tax Invoice must be issued when the down payment is received because payment precedes physical delivery. The remaining balance triggers an invoice upon delivery or handover acceptance (BAST). All invoices must be approved in Coretax by the 20th of the following month (PER-11/PJ/2025 Art. 44). Late approvals incur an administrative penalty of 1% of the tax base (KUP Law Art. 14(4)).

02

Government & SOE Procurement (Collector Codes 02 & 03)

Office furniture supplied to a government body, including through an e-catalog, can be collected by the treasurer. PMK 59/PMK.03/2022 Article 18(1)(a): a government body does not collect VAT when the payment is at most IDR 2,000,000 excluding the VAT, or the VAT and luxury-goods sales tax, that is due, and the payment is not split from a transaction that is actually more than IDR 2,000,000. Outside that exception the Tax Invoice uses transaction code 02. The treasurer collects the VAT, and the supply is still reported on the monthly VAT return under supplies whose VAT was collected by a collector. Paragraph (2) of the same article still requires the taxable supplier to collect, pay, and report VAT on payments the treasurer does not collect. Article 18 of PMK 59/2022 does not set a state-enterprise payment threshold.

Official Regulatory Basis: PMK 59/PMK.03/2022 Article 18(1)(a) ↗
03

On-Site Assembly Services: Goods vs Services & Article 23

Delivering knock-down furniture or office partitions often includes on-site assembly. If the supply is agreed as one furniture price, the tax base is the selling price (VAT Law Article 1(17)). The selling price is the money charged, including costs the seller asks for because of the supply of taxable goods, excluding VAT and a discount stated on the Tax Invoice (Article 1(18)). If assembly is billed separately as a taxable service, a corporate client withholds Article 23 income tax at 2% on the service fee under PMK 141/PMK.03/2015. That withholding reduces the cash received, not the tax base on the VAT invoice.

04

Finish Defect Credit Notes & Raw Material Input Reconciliation

If a customer returns furniture due to timber defects, scratched coatings, or incorrect dimensions, reducing Output VAT legally requires an official Return Note under MoF Regulation 65/PMK.03/2014 recorded in the Coretax Return module. On purchases, furniture makers receive input invoices from suppliers of MDF boards, timber, steel frames, upholstery foam, fabrics, and hardware. All Input Tax Invoices must be checked against 16-digit NPWPs and workshop NITKUs before the 20th so crediting rights (VAT Law Art. 9) do not lapse.

02

03

Operator hands over the reconciled draft Monthly VAT Return; client executives review, sign with their electronic passphrase in Coretax, submit, and pay billing codes independently.

FICTITIOUS SIMULATION · SYNTHETIC DATA

Fictitious VAT Invoices & Return Simulation

Synthetic simulation of a fictional furniture maker and office interior workshop. VAT withheld by government treasurers (code 02) is not paid directly by the taxpayer but must be reported on the Monthly VAT Return. 12% × 11/12 figures are the formula result, shown as a labeled illustration.

For supplies other than luxury goods subject to luxury-goods sales tax, the VAT figures in the table are a 12% rate times an other-value base. That base is 11/12 of the selling price or service consideration (PMK 131/2024 Article 3). Fictitious example: 12% × (11/12 × IDR 40,000,000) = IDR 4,400,000. A figure equal to 11% of the base column is the result of that formula. Specific amounts and separately regulated other values do not use this formula (PMK 131/2024 Article 4).

FREQUENTLY ASKED QUESTIONS · CORETAX VAT

Frequently Asked Questions
for Furniture & Fixtures.

Practical answers on Coretax e-Faktur compliance and the draft-only workflow for this sector:

A client pays a 50% down payment for custom cabinetry, when must the tax invoice be issued?

The Tax Invoice must be issued when the down payment is received, not when the cabinets are completed or delivered. This is required under VAT Law Article 13(1a) and PER-11/PJ/2025 Article 31(2)(b) because payment precedes goods delivery.

Rujukan: UU PPN Pasal 13 ayat (1a) jo. PER-11/PJ/2025 Pasal 31 ayat (2)

Must VAT on furniture sales to government agencies via Mbiz/e-catalogs be remitted directly by the seller?

No, outside the Article 18 exception. PMK 59/PMK.03/2022 Article 18(1)(a) excludes a payment of at most IDR 2,000,000 excluding the VAT due, if the payment is not split from a larger transaction. Outside that exception the government body collects the VAT (transaction code 02). The seller still issues the Tax Invoice and reports it on the monthly VAT return.

Rujukan: PMK 59/PMK.03/2022 Pasal 18 ayat (1) huruf a

How is Article 23 treated if a furniture store also bills for on-site assembly at the buyer’s premises?

If assembly services are billed separately, corporate clients must withhold 2% Article 23 income tax on service fees under PMK 141/PMK.03/2015. This withholding reduces payment amount, not the invoice VAT base.
