SPECIFIC VAT CHALLENGES & OFFICIAL REGULATIONS

4 Typical VAT Challenges
for Garment & Apparel Manufacturing.

Garment and uniform workshops operate with distinct CMT toll contracts, advance material procurement deposits, and public-sector uniform tenders. Here are 4 typical garment VAT challenges and their official regulatory references:

01

Toll Manufacturing (CMT) vs Finished Goods Sales

A garment workshop works in two ways: toll sewing, where the customer supplies fabric and trims, and full production, where the workshop supplies the materials. Toll sewing is a taxable service. The tax base of a service is the consideration (VAT Law Article 1(17) read with Article 1(19)), meaning the sewing fee, and Article 23 withholding of 2% follows PMK 141/PMK.03/2015. Finished clothes made with the workshop’s own materials are taxable goods. Their tax base is the selling price (Article 1(17) read with Article 1(18)): the money charged for the goods, excluding VAT and a discount stated on the Tax Invoice. For supplies other than luxury goods, VAT is a 12% rate times an other-value base of 11/12 (PMK 131/2024 Article 3). Neracia separates draft invoices for goods and toll services so the tax base stays accurate.

02

Production Down Payments & the 20th Approval Cutoff

Custom corporate or school uniform orders require a 30%–50% down payment to procure fabrics before pattern cutting commences. Under Article 13(1a) of the VAT Law and PER-11/PJ/2025 Article 31(2), Tax Invoices must be issued upon down payment receipt in the bank account, rather than delayed until final garments are sewn and delivered. Approval delays in Coretax past the 20th of the following month trigger a 1% tax base administrative penalty (KUP Law Art. 14(4)). Neracia maps deposit receipts so draft e-Faktur are ready for client authorization on schedule.

03

Institutional & State Enterprise Uniform Procurement (WAPU)

Supplying workwear to government ministries, local agencies, or state-owned corporations follows special withholding agent (WAPU) procedures. Output tax invoices must use transaction code 02 for government treasurers (PMK No. 59/PMK.03/2022) or code 03 for state-owned enterprises (PMK No. 8/PMK.03/2021). VAT is not remitted by the garment producer but withheld directly by institutional treasurers. Neracia aligns transaction codes and reconciles withholding receipts with Coretax monthly returns.

04

Input Tax on Fabrics, Trims & 16-Digit NPWP Validation

Garment makers purchase textiles (fabric rolls, threads, buttons, zippers, printing, embroidery) from various textile mills and wholesalers. Every Input Tax invoice must be verified in Coretax against 16-digit NPWP and 22-digit NITKU to confirm creditable status under Article 9 of the VAT Law and PMK No. 81 of 2024. Receipts from unregistered non-PKP fabric shops yield no input VAT. Neracia compiles input tax reconciliation schedules to maximize valid tax credits without penalty risks.

FICTITIOUS SIMULATION · SYNTHETIC DATA

Fictitious Garment Manufacturer VAT Invoice & Return Simulation

A synthetic simulation of uniform down payments, CMT toll vs apparel sales separation, and textile input tax. The 12% × 11/12 VAT figure is a mathematical Coretax illustration.

For supplies other than luxury goods subject to luxury-goods sales tax, the VAT figures in the table are a 12% rate times an other-value base. That base is 11/12 of the selling price or service consideration (PMK 131/2024 Article 3). Fictitious example: 12% × (11/12 × IDR 40,000,000) = IDR 4,400,000. A figure equal to 11% of the base column is the result of that formula. Specific amounts and separately regulated other values do not use this formula (PMK 131/2024 Article 4).

FREQUENTLY ASKED QUESTIONS · CORETAX VAT

Frequently Asked Questions
for Garment & Apparel Manufacturing.

Practical answers on Coretax e-Faktur compliance and the draft-only workflow for this sector:

What is the VAT difference between garment toll manufacturing and selling finished apparel?

In toll sewing the customer supplies the main materials, so the supply is a taxable service. Its tax base is the consideration equal to the service fee (Article 1(19) read with Article 1(17)) and is subject to 2% Article 23 withholding under PMK 141/PMK.03/2015. If the workshop supplies the fabric, the supply is taxable goods and the tax base is the selling price (Article 1(17) read with Article 1(18)). For non-luxury supplies, VAT is a 12% rate times an other-value base of 11/12 (PMK 131/2024 Article 3).

Reference: VAT Law Article 1(17), Article 1(18), and Article 1(19), read with PMK 141/PMK.03/2015

When must the Tax Invoice be issued if a uniform order takes 1 month to produce?

If the client pays a down payment upon contract signing, a Tax Invoice must be issued on the payment date under VAT Law Article 13(1a) and PER-11/PJ/2025 Article 31(2). A final invoice is issued upon garment delivery or balance settlement. Draft e-Faktur must be approved in Coretax before the 20th of the following month.

How are Tax Invoices handled for government agency or state enterprise uniform orders?

Tax Invoices must be issued under transaction code 02 (government bodies under PMK 59/2022) or code 03 (state enterprises under PMK 8/2021). VAT is withheld directly by institutional treasurers rather than remitted by the producer. Neracia assists in preparing draft e-Faktur with compliant transaction codes and reconciling monthly Coretax returns.
