SPECIFIC VAT CHALLENGES & OFFICIAL REGULATIONS

4 Typical VAT Challenges
for Automotive Repair & Spare Parts.

Automotive repair workshops and parts retailers manage combined technical services, walk-in retail sales to end-consumers, and corporate fleet contracts. Here are 4 typical automotive VAT challenges and their official regulatory references:

01

Service Fees (JKP) vs Spare Parts (BKP) & Article 23 Withholding

Workshops servicing corporate vehicle fleets or handling insurance claims bill both labor repair fees and replacement parts. The tax base for parts is the selling price (VAT Law Article 1(17) and 1(18)), while repair service is the consideration (VAT Law Article 1(17) and 1(19)). Corporate clients must withhold Article 23 income tax at 2% on vehicle maintenance fees under PMK No. 141/PMK.03/2015 Article 1(6)(an). That withholding reduces the cash received, not the tax base on the VAT invoice.

02

Retail Consolidated Invoices vs Complete B2B/Insurance Invoices

Over-the-counter parts sales or minor repairs for individual walk-in consumers can use retail consolidated tax invoices without customer identification (VAT Law Article 13(5a) and PER-11/PJ/2025 Articles 25–26). However, corporate fleet servicing, government procurement (WAPU), or insurance billing requires full Tax Invoices in Coretax with 16-digit NPWP/NITKU and correct transaction codes. Neracia maps POS cashier summaries so retail and B2B supplies are allocated to the correct reporting modules.

03

Down Payments on Major Overhauls & the 20th Approval Deadline

For major engine overhauls, body restoration, or fleet transmission rebuilds, workshops commonly receive down payments. Under VAT Law Article 13(1a) and PER-11/PJ/2025 Article 31(2)(b), a Tax Invoice must be issued when the down payment is received because payment precedes completed vehicle delivery. All e-Faktur must be approved in Coretax no later than the 20th of the following month (PER-11/PJ/2025 Article 44(1)). Late approvals incur a 1% tax base penalty (KUP Law Article 14(4)).

04

Lubricant Distributor Input VAT & Parts Defect Credit Notes

Workshops receive dozens of Input Tax Invoices from authorized distributors of tires, batteries, lubricants, and spare parts. All input tax must be validated against 16-digit NPWPs and workshop NITKUs in Coretax so crediting rights (VAT Law Article 9 and PMK 81/2024) do not lapse. If supplied parts are incorrect or defective, the input VAT reduction follows PMK 81/2024 Articles 286–290 via official return notes issued in the period of return.

MONTHLY DRAFT-ONLY WORKFLOW · ORDERLY & SECURE

How Neracia Supports
Your Automotive Repair & Spare Parts VAT.

A transparent, secure monthly workflow. Operated directly by a human specialist with recorded self-checks, never requesting your main passwords or submission rights:

01

Submit Work Orders, POS Cashier Registers, Down Payments & Supplier Invoices

Client uploads repair work orders, retail POS counter sales registers, advance bank transfer slips, and input invoices from lubricant and parts distributors.

02

Classify Retail Consolidated vs B2B Invoices & Reconcile PPh 23

Neracia human operator separates retail end-consumer sales from corporate B2B/insurance fleet billings, segregating spare parts (goods) from service fees (subject to Article 23).

03

Draft Coretax e-Faktur & Reconcile Input Invoices Before the 20th

Neracia prepares draft e-Faktur in Coretax (Drafter role) for B2B fleet billings and repair deposits, validating distributor input invoices for timely client authorization.

04

Client Review of Draft VAT Return & Independent Submission

Operator delivers the reconciled draft VAT Return combining retail consolidated and B2B supplies; workshop owners review, sign with electronic passphrase in Coretax, submit, and pay billing codes independently.

FICTITIOUS SIMULATION · SYNTHETIC DATA

Fictitious Auto Repair VAT Invoice & Return Simulation

Synthetic simulation of corporate fleet servicing, retail consolidated parts sales, body repair deposits, and supplier parts input VAT. The 12% × 11/12 VAT figures represent the mathematical Coretax illustration.

For supplies other than luxury goods subject to luxury-goods sales tax, the VAT figures in the table are a 12% rate times an other-value base. That base is 11/12 of the selling price or service consideration (PMK 131/2024 Article 3). Fictitious example: 12% × (11/12 × IDR 40,000,000) = IDR 4,400,000. A figure equal to 11% of the base column is the result of that formula. Specific amounts and separately regulated other values do not use this formula (PMK 131/2024 Article 4).

FREQUENTLY ASKED QUESTIONS · CORETAX VAT

Frequently Asked Questions
for Automotive Repair & Spare Parts.

Practical answers on Coretax e-Faktur compliance and the draft-only workflow for this sector:

Vehicle repair services are subject to 2% Article 23 withholding, how is the VAT invoice issued?

The Tax Invoice is issued with the full consideration agreed as the tax base (VAT Law Article 1(17) and 1(19)). Corporate clients deduct 2% Article 23 income tax under PMK No. 141/PMK.03/2015 upon paying the invoice, which reduces net cash received but does not reduce the VAT base or VAT amount on the Tax Invoice.

Reference: VAT Law Article 1(17), 1(19), read with PMK 141/PMK.03/2015

Must over-the-counter sales of oil and spare parts to vehicle owners require an NIK for e-Faktur?

For direct supplies to individual walk-in consumers, workshops qualifying as retail traders may use consolidated tax invoices without customer identification or NIK under VAT Law Article 13(5a) and PER-11/PJ/2025 Articles 25–26. However, servicing corporate vehicle fleets or PKP clients requires full standard Tax Invoices in Coretax.

Reference: VAT Law Article 13(5a), read with PER-11/PJ/2025 Articles 25–26

If a client pays a deposit for an engine overhaul, when must the Tax Invoice be issued?

The Tax Invoice must be issued when the down payment is received in the bank account under VAT Law Article 13(1a) and PER-11/PJ/2025 Article 31(2)(b), since payment precedes final delivery. The balance invoice is issued upon handover of the completed vehicle. All draft invoices must be approved in Coretax before the 20th of the following month.
