Structured monthly human-operated support for direct importers and general commodity/goods trading firms: reconciling import VAT from Import Declarations (PIB) and SSPCP payment slips in Coretax DJP module B2, applying official Ministry of Finance (KMK) tax currency exchange rates on foreign currency trades, drafting local sales e-Faktur before the 20th cutoff despite 30-to-60-day customer trade credit, and segregating import logistics/freight forwarding input taxes (PMK 71/2022). Neracia prepares invoice drafts and return drafts; the client approves, signs, submits in Coretax and creates billing codes independently. Neracia does not act as a tax proxy. The client remains responsible for submission, electronic signatures, and payment.

SPECIFIC VAT CHALLENGES & OFFICIAL REGULATIONS

4 Typical VAT Challenges
for Importers & General Trading.

Importers and general trading firms handle foreign-currency customs documentation, local distribution delivery deadlines, and port logistics overheads. Here are 4 typical importer VAT challenges and their official legal bases:

01

Import VAT on PIB & SSPCP Payment Receipts in Coretax Module B2

Import Declarations (PIB) stating the importer 16-digit NPWP and cleared via SSPCP or customs billing slips are official Documents Equivalent to Tax Invoices for input VAT crediting (VAT Law Article 13(6) and PER-11/PJ/2025 Article 37). In Coretax DJP, import VAT is credited through module B2. Any mismatch in PIB registration numbers, customs office codes, or bank NTPN payment references prevents automatic recognition and delays tax credits. Neracia reconciles monthly PIB and SSPCP records so import VAT credits are fully recognized.

02

MoF Tax Exchange Rates (Kurs KMK) vs Commercial Bank Rates

Import purchases are settled in foreign currencies (USD, EUR, CNY). Under VAT Law Article 1(17) and Government Regulation (PP) No. 44 of 2022 Article 13, calculating the import value tax base requires using the official Ministry of Finance (KMK) exchange rate applicable upon customs clearance. When imported items are sold locally with foreign currency clauses, the e-Faktur tax base must likewise convert using the KMK rate on invoice date, not BI middle rates or internal book rates. Neracia ensures strict compliance with KMK exchange rates, avoiding tax base audit corrections.

03

Local Delivery Point (Warehouse DO) vs Customer 30–60 Day Credit Terms

After customs clearance, trading companies distribute inventory to local wholesalers or plants with 30-to-60-day credit terms. Under VAT Law Article 13(1a) and PER-11/PJ/2025 Article 31(2), Tax Invoices must be issued upon delivery (when delivery orders are signed), not upon payment clearance. Coretax e-Faktur approval must conclude before the 20th of the following month to prevent a 1% tax base administrative penalty (HPP Law / KUP Article 14(4)). Neracia synchronizes warehouse delivery registers with regular draft invoicing.

04

Input VAT from Freight Forwarders (PMK 71/2022), Port Fees & EMKL

Importers incur numerous logistical expenses: customs brokerage (EMKL), container demurrage, terminal handling, and ocean/air freight. Under PMK No. 71/PMK.03/2022, freight forwarding services apply specific-amount VAT (code 05) where input taxes are non-creditable for the forwarder. Other terminal handling and domestic logistics input invoices must be validated for 16-digit NPWPs and statutory crediting eligibility under VAT Law Article 9 and PMK 81/2024 before the 20th Coretax deadline. Neracia compiles rigorous import logistics input tax validation workpapers.

FICTITIOUS SIMULATION · SYNTHETIC DATA

Fictitious Import VAT, Customs PIB & General Trading Return Simulation

Synthetic simulation of customs PIB/SSPCP import documents, local commodity delivery on trade credit, and warehouse logistics input VAT. The 12% × 11/12 VAT figures represent the mathematical Coretax illustration.

For supplies other than luxury goods subject to luxury-goods sales tax, the VAT figures in the table are a 12% rate times an other-value base. That base is 11/12 of the selling price or service consideration (PMK 131/2024 Article 3). Fictitious example: 12% × (11/12 × IDR 40,000,000) = IDR 4,400,000. A figure equal to 11% of the base column is the result of that formula. Specific amounts and separately regulated other values do not use this formula (PMK 131/2024 Article 4).

FREQUENTLY ASKED QUESTIONS · CORETAX VAT

Frequently Asked Questions
for Importers & General Trading.

Practical answers on Coretax e-Faktur compliance and the draft-only workflow for this sector:

Does import VAT paid on a PIB automatically appear in Coretax DJP input tax module?

Yes, PIB customs declarations and SSPCP payment receipts synchronize from the Directorate General of Customs and Excise (DJBC) into the Coretax DJP input tax module (form B2). However, operators must verify PIB registration numbers, payment dates, and 16-digit importer NPWPs so no statutory tax credits are missed before period-end.

What happens if foreign exchange rates at purchase differ from customs payment rates?

The import VAT tax base is legally based on Import Value (CIF plus Import Duty) converted using the Ministry of Finance (KMK) rate on the customs payment date, not commercial bank rates. Discrepancies between bank exchange rates and KMK rates represent foreign exchange gain or loss for corporate income tax, not VAT adjustments.

Reference: VAT Law Article 1(17), read with PP No. 44 of 2022 Article 13

Can local sales Tax Invoices be postponed until customers pay off credit terms?

No. Under VAT Law Article 13(1a) and PER-11/PJ/2025 Article 31(2), Tax Invoices must be issued upon delivery (when goods leave the warehouse with signed delivery orders), regardless of 30-to-60-day customer trade credit terms. Coretax e-Faktur approval must conclude no later than the 20th of the following month.
